Education: Bachelor’s Degree of Law or equivalent degree in a similar with 5 years’ management experience at a similar level UAE National with management experience and approximately 5years experience in a procurement environment for a government of national company Experience: Essential 5 years with Law Field A minimum of 5 years’ experience in a procurement related position Proficient in the English Language Excellent numeracy, communication and ICT skills including Microsoft Word, Excel and Outlook Experience of operating a procurement process through an Oracle system Desirable Proficient in Arabic language Driving Licence Specific Accountabilities To oversee and ensure that contracts with contractors and consultants are made and implemented in line with the analysis findings, engineering tenders and decisions made by ad hoc committees; as well as to conclude and ensure contracts meet the contracting conditions and required documents in coordination with the concerned business units. To oversee and ensure that contracts and investment projects-related agreements are reviewed in coordination with other functions including the Legal Affairs to ensure that all required technical requirements are observed. To oversee and ensure that the engineering projects are tendered in line with the administrative and legal framework and coordinate with the Legal Department to ensure that all tendering and awarding activities comply with the standards and conditions set by the reference entities in the Federal Government To oversee and ensure that contracts contain penalty clauses, deadlines, the approved legislative and legal requirements and other QHSE requirements in coordination with the concerned business units. To oversee and ensure that all project-related contracts and documents are documented, archived, made in an e-copy, communicated to the concerned entities, implemented and complied with by contractors and consultants. To supervise and ensure that contractors and consultants are contacted to present the required Certificates of Insurance and Performance Bonds and are notified and served a notice in case of delay. To supervise, review and verify the Scope of Engineering Works attached with contracts and agreements as well as compare between the drawings included in tenders and the contractual drawings.
Generic Accountabilities To propose and take part in developing the Section Strategic Plan and follow the implementation of the operational plans to ensure alignment with the Department objectives. To create guidelines and controls to manage, guide operations and improve productivity To enhance relationships with the internal and external partners to ensure service delivery in accordance with the best standards. To develop programs that enhance learning, professional development, training and incentivize teams to ensure high quality service delivery. To periodically follow, develop and submit the Section KPIs, Percentage of Completion Reports to the Department Director. To participate in Department budgeting in coordination with the concerned units in the organization. Other duties and projects as assigned by the Head of Procurement and Contracts Management.
