Job Description

Main Duties • Supports the Section Head, FM & Procurement in all matters related to Procurement services • Supports in the implementation of quality awareness in delivering high quality services at cost-effective prices • Develops training plans for the team, ensuring the provision of adequate support and the provision of relevant training courses for the team • Conducts annual appraisals and support in setting individual development plan and targets of subordinates • Supports the Section Head, FM & Procurement in ensuring appropriate staffing levels, conducting interviews and hiring of new staff • Participates in the development of Procurement policies, procedures, work instructions and guidelines, facilitating their implementation and ensuring adherence to policies and procedures governing the Procurement function • Promotes and supports the recruitment and development of UAE Nationals to significantly contribute to Daman’s strategic goals • Ensures that cost effective prices from suppliers are obtained by the Supplier Management Officer • Acts as a mediator when issues arise between end-users and suppliers to achieve an optimal outcome for all parties involved • Conducts a high level review of the entire Procurement process, ensuring that all required information is documented accurately • Proactively advises and supports all end users in all aspects related to the procurement process • Develops Procurement plans for the top 4 departments in Daman with the highest annual expenditure levels, and ensure that the plans are executed by the Procurement Specialists • Obtains cost effective prices from suppliers through conducting market research, negotiating and comparing prices, suggesting alternatives, and evaluating to ensure compliance with Daman’s procurement policies and procedures • Handles all requests received by Procurement, screens all PRs, checks requirements and assigns PRs to the relevant team members • Ensures that the team achieve targets as established by Management in the Objective/Target Setting stage of the Performance Management Cycle • Ensures that issues are properly dealt within timely manner and provides report to the management • Contributes in the development and enhancement of procurement manual, system and processes • Supervises supplier management activities including market research, registration and evaluation, re-valuation and supplier performance issues • Monitors employees’ alignment to set KPIs, ensure KPIs are kept up-to-date, prepare required reports for management and ensure that all procurement processes are in compliance with the defined policies and procedures within the set Turn Around Time (TAT) • Prepares all reports as required by Management, including, but not limited to: - Spent Analysis Report - Procurement Planning Report - Procurement Planning Analysis Report (Subsequent to execution of plans) - Single Source Request Reports - Bi-weekly and Monthly Management Reports


• Good business understanding and background • Negotiation Skills • Supplier Management Skills • Good leadership skills including people management, selection and development skills • Very good command of written and spoken English and Arabic • Very good analytical, planning, forecasting, execution and problem solving skills • Ability to acquire and apply new skills • Flexible and able to work under pressure • Respect and promote trust and confidentiality • Results oriented whilst ensuring high quality of work and able to “think out of the box” • Strong level of customer service orientation and professionalism in all interactions • Able to manage a multi-cultural environment and promote teamwork and knowledge sharing in order to achieve goals and deliverables • Good knowledge of health insurance concepts • Good knowledge of Microsoft applications • Very good knowledge of standard purchasing procedures and regulations • Knowledge of any procurement software application is a plus
